There remains is an urgent need for CYF to be accountable for the procedures and processes that are put in place and for all staff to be accountable for their actions, when dealing with Children and their Families. The horror stories of inaction, over zealous action and what seems to be a culture of arrogance within the agency must be stopped if New Zealand Children and Families are to be offered real help and truly protected from all forms of abuse.

When a stupid man is doing something he is ashamed of, he always declares that it is his duty.

Having been through the present Chief Executive Advisory Panel it is clear that this Panel can not assist clients or the public in all matters of complaint, in regard to CYF. The reason for this is glaringly obvious. The Panel is not intended to be a Complaints Authority, but an Advisory group to the CEO. While the CEO is not bound to follow any recomendations the Panel may suggest, but retains the final decision to follow or ignore those recommendations. While history clearly shows us all that leaving the final decision in such matters, to those within any organisation, including CYF, is not the answer or any answer to the numerous complaints that remain buried by and within the present system.
